HUD SECTION 236 RECONCILIATION PROJECT
Description
  • Assist in the review and validation of its Section 236 Rental Housing Assistance Program.
  • Obtain a complete, accurate inventory of HUD’s current Section 236 portfolio that can be used by HUD to load obligations, amortization schedules, vendor data; to automate payments. Develop recommendations and and implementation plan to improve the processes supporting Section 236 Program, to ensure that current and accurate data are maintained. Assess and document the planned start up procedures for the Program Accounting System/Line of Credit Control System (PAS/LOCCS) and HUDCAPS automation. Develop a communication plan to support HUD’s effort to automate and maintain financial records.
Approach & Results
  • Gather Information: Obtain 236 information from multiple sources: OCFO Accounting files and HUD Systems (REMS, ad-hoc files)
  • Create Inventory: Enter data from OCFO Accounting files into electronic inventory database. Import relevant data from HUD systems into electronic inventory database.
  • Conduct Gap Analysis: Use database information to identify discrepancies among data sources. Analyze data discrepancies. Capture discrepancies in reports to support reconciliation
  • Reconcile Inventory and Payment Data: Analyze documentation that supports discrepancies (e.g. external sources, HUD files). Deliver documentation that contains discrepancies. Certify “cleaned inventory” and deliver to HUD.
