HUD WORKING CAPITAL FUND BACKLOG REDUCTION
Description
  • In an effort to avoid possible funding revocation from OMB or Congress, HUD sought to develop, release, review and/or award net unobligated procurements of $160M
  • HUD awarded to Booz Allen Hamilton which sourced D3 as the small business firm of choice
Approach & Results
  • Provided technical, cost, contracting and program management expertise to work jointly with Booz Allen and HUD staff
  • Worked IT actions through the 726 processes to award for Single Family, Multi-Family, PIH, Admin CIO, OCFO and other portfolios
  • Assisted in managing the overall WCF initiative process by bringing more rigor to the processes currently in plan
  • Established procurement tracking and monitoring tool
  • Created daily status meetings to provide updates and insight into each procurement action
  • The WCF Team obligated $148M of the $160M in Working Capital Fund; HUD expected only $80M
