SBA - 8(a) Certified

SBA - Small Disadvantaged Business (SDB) Certified

The Small Business Administration's (SBA) 8(a) Business Development Program, named for a section of the Small Business Act, is a business development initiative that helps businesses owned and operated by socially and economically disadvantaged Americans compete in the American economy and access the federal procurement market.

D3 entered into the 8(a) program on December 16, 1995, and we are scheduled to exit on December 16, 2014. Our primary NAICS codes are denoted below.

SBA – HUBZone Certified

The HUBZone Empowerment Contracting Program stimulates economic development and creates jobs in urban and rural communities by providing Federal contracting preferences to small businesses, which obtain HUBZone (Historically Underutilized Business Zone) certification in part by employing staff who live in a HUBZone. This program was enacted into law as part of the Small Business Reauthorization Act in 1997.

D3 received HUBZone certification on March 16, 2005. This will remain in effect as long as we continue to meet the HUBZone certification requirements.

D3 believes in giving back to our communities and supporting areas in need of economic development and employment growth by creating employment opportunities for our fellow citizens.

St. Petersburg, FL – S/DBE Certified

The City of St. Petersburg, Florida assist Small and Disadvantaged Business Enterprises (S/DBEs) located within the city with participating in the procurement of City goods and services. The program is race and gender neutral and is intended to enhance contracting and procurement opportunities for S/DBEs. The procurement opportunities include construction, contractual services, professional consulting services and commodities.
